Help me please?

To qualify for both requirements, the answer is you can%26#039;t. If you sign up for a free type web hosting like geocities or the like, or even a full web hosting w/ domain name you will have to have a host. If you set up your own server, you will still have to spend some money on domain name and to secure your own IP address.

Other Replys:YOu can allow your PC to be accessed as a server from the internet, but you would still have to purchase a domain name.

Other Replys:download Linux to your computer, or use IIS by enabling functions in windows. IIS allows you to upload to the internet without a host. Linux is a good OS for Web Servers, Servers, and Homes. But I prefer Mac OSX more.

and you still need a domain name... i think. if your website is like a blog, try Blogger (http://www.blogger.com). It%26#039;s a good blogging system. I use it for my 2 blogs, Project360 (open-source, http://hacked360.blogspot.com) and Hacked! (open-source, http://winhacked.blogspot.com)

Other Replys:If you don%26#039;t have a webhost, you should set up your own webserver. And it is far more complicated than just getting a webhost. And unless you want ads on your site, very little webspace or posting in forums, you can%26#039;t not spend a single cent. ^^

Other Replys:If you have to put your webpage without a web host you need to make your own computer as a server and keep it on for 24x7, so you need to keep the system ON for 24x7 which increases your electricity bill and if you have to pay for your internet connection expect it to increase unless it is unlimited.

Other Replys:Free domain, hosting , everything here:

http://office.microsoft.com/en-us/office...

Other Replys:http://www.getawebpage.net

That site lists all of the best web hosting companies

Other Replys:There are a lot of free alternatives out there, as you can see from the answers you%26#039;ve already gotten.

The problem with the free providers is that you often get what you pay for - nothing.

If you decide to pay just a little ($5.95/mo) take a look at getting a Virtual Private Server.

There%26#039;s a comparison review of the top providers at http://www.unlimitedhostland.com

Good luck!
