You don%26#039;t need a host in order to build a site. You need it to make youre site available to the public. Yopu could even use youre own computer to host the site, but oftenly this is a bad ideea because of bandwidth usage. Although youre site can be accessed by IP address you should get a domain name. Imagine how it would be to access your site by typing 157.23.11.43 instead of www.mysite.net for example...
